Is the CFA on a pass/fail basis, is it advantageous to submit the application early or should I wait to optimize my performance in the CFA.

The CFA is put into your Whole Candidate Score.  The academy appoints people on a rolling schedule.  So, if your score is not bad, I would submit your application sooner rather than later.
