About ECM Jammer.
You must use in the following situations:
1. When you are located by enemy aircraft or SAM.
2. When you are with your package on a bombing run. Every aircraft must turn the ECM on in order to fool enemy radars.
When you fly low-level don't use it until you are located. When the danger disappears turn imediately ECM off.
It's simple :
Danger on(radar) - ECM on
Danger off - ECM off

Sorry for the trick question I have been playing games. I do know when and where to use the Jammer, I was interested to see what people had to say about it though.
